Budget here is street price, not a fake 10,000-lumen Amazon listing. Roughly under $30–$45 as of this writing: a name-brand emitter, a metal body, USB-C or a cell you can actually buy, and an ANSI/FL1 table the maker is willing to print. That is a useful light. It is not a Maglite 2D and it is not a $110 Acebeam. Those jobs live on Best Camping Flashlights and Best Headlamps.

What “budget” actually has to do
- A real brand and a real table. If they will not print lumens, candela, throw, and runtime on the same chart, treat the box number as advertising.
- A cell you can replace or a USB-C port you can find. Mystery USB-micro bricks die. 18650, 14500, or a built-in cell with USB-C is the 2026 floor.
- The right shape for the job. A headlamp is not a pocket tube. A 10 g keychain is not a trail light. Buy the shape, then the lumens.
- Honest turbo. 1,200 lumens on a $22 light is a burst. Shop the mid modes and the IP rating, not the headline.

Budget headlamp: Sofirn HS21
If you want hands-free light without Acebeam money, this is still the current budget headlamp. Sofirn’s U.S. store lists it as of this writing at $37.99 (list $57.48). 1lumen’s 2026 best-headlamps guide still names it the budget pick (their write-up: around $30–$40). 1lumen’s own HS21 review called it roughly $45. Full headlamp context is on Best Headlamps. We have not had a sample on the desk.

The rotary ring is the useful part: spot for the trail, flood for chores, red for night vision, without a 12-click UI. That is why 1lumen still has it on the 2026 budget row.
Weaknesses: IP66 is rain, not a dunk. T-shape sits on your forehead; it is a poor magnetic work light compared with a right-angle 14500. Sofirn’s marketing graphics sometimes say IP65; we are citing the manual’s IP66. 1lumen’s review (Jan 2025) also flags a stiff tilt detent, a stiff switch, a fussy IR sensor, and an unprotected TIR — named-source caveats, not our lab. One-year-class Sofirn warranty, not Acebeam’s 10-year. If you want the $110 21700 flood instead, that is the Acebeam H18 on Best Headlamps.

14500 right-angle: Wurkkos HD10 (not dual-fuel AA)
Still sold: Wurkkos lists the HD10 on wurkkos.com/products/wurkkos-hd10 as of this writing (the title currently says Clearance; it is not a dead listing). Current Wurkkos price: $23.99 (was $49.97). Pocket clip, magnetic tail, headband, USB-C, Anduril 2.0. It is not dual-fuel AA. Battery options on the spec sheet are 1× 14500 Li-ion only.

Weaknesses: 14500 only. If you wanted a gas-station AA backup, this is the wrong light — that is the HD12 on Best Headlamps. Anduril 2.0 is a gift if you like ramping and aux; it is a support call if you wanted one button and four modes. Turbo 1,200 lm on a 900 mAh cell is a burst. 1lumen’s April 2025 review (named source, not our test) measured 850 lm at 30 s against the 1,200 lm claim and a weak tail magnet — treat the 1,200 as the box number.

Keychain: Wuben E2 Pulse
This is the $20 keychain, not a glove-box Maglite. Wuben started selling the E2 Pulse on August 24, 2026. Launch price is $19.99 (Wuben shows $29.99 as the later price). 150 lumens that lasts a minute is a keychain burst. The useful modes are the 1-lumen flashlight and the 10-lumen marker so you can find your people. It belongs next to the wearables on Best EDC, not next to an 18650 tube.
Weaknesses: built-in cell — when it dies you charge USB-C or you are done. Three hours at 10 lumens is a short walk, not a campsite. IP66 is rain. Amazon did not have a clean E2 Pulse listing we could verify; do not grab a Wuben E7 or E8 by mistake. We are not inventing an ASIN.

18650 EDC tube: Wurkkos FC11C
The cheap tube you can still source: Wurkkos still sells the FC11C on the official page as of this writing at $21.99 (was $39.98). This is an 18650 side-switch light, not a 14500/AA dual-fuel. Sofirn’s SC31 Pro is also still in the Sofirn catalog, but the FC11C page is the cleaner current listing with a printed ANSI table and a Nichia 519A. We are not substituting an older FC11 or inventing an Amazon ASIN.

High CRI is the reason to buy this over a cooler, cheaper FET tube. Colors look like colors. 1lumen’s August 2024 review (named source, not our test) measured about 975 lm at 30 s against the 1,200 lm claim and liked the regulated mid modes; they also flagged a flat side switch that is easy to miss in the dark.
Weaknesses: 18650 only. If you wanted a gas-station AA tube, this is not it — look at the HD12 on the headlamp page, not this light. Turbo is a 90-second burst by design. 1,200 lumens of 519A is a floody general-purpose beam, not a searchlight; 6,008 cd is a fraction of a Maglite 2D’s 26,139 cd. See Lumens Explained. A simple budget kit
- One headlamp if you need both hands — HS21 in this price band.
- One pocket tube if you want a clip and a real 18650 — FC11C.
- One tiny light that actually lives on the keys — E2 Pulse, or the HD10 if you also want a headband and a replaceable 14500.
Skip the unbranded “10,000 lumen flashlight” listings. If the brand will not publish an ANSI/FL1 table, treat the lumen claim as advertising. More on that: Lumens Explained.
